Yo Neighbors

So ... are neighbors who already live in the area supposed to introduce themselves to me, or am I supposed to introduce myself to them? And obviously, if there was an easy opportunity for me to approach them, I would, but so far, I've only met Rose next door, the one with the cat in the tree.
